Charles P. Abel, New York State Department of Health
Mr. Abel is the Acting Director, Center for Health Care Facility Planning, Licensure and Finance and directs the NYS Department of Health’s Division of Health Facility Planning. He is responsible for directing the financial analysis, public needs analysis, architecture and engineering review and project management of the agency’s Certificate of Need (CON) program for establishing and certifying health care providers and reviewing construction projects for providers licensed under Articles 28, 36, 40, 46 and 46-A of the Public Health Law. Mr. Abel earned his Masters Degree in Public Administration from the Rockefeller College of Public Affairs and Policy at the State University of New York at Albany after graduate work at New York University in Financial Management and Public Finance and a BA from Hunter College, CUNY.
Udo Allain Ammon, AIA, New York State Department of Health
Udo Allain Ammon, AIA is the Director of the Bureau of Architecture and Engineering Review within the Division of Planning and Licensure. Mr. Ammon has 25 years of experience in architecture with a primary focus on healthcare. He has worked extensively with the Dormitory Authority of the State of New York.
Jason Beam, RN, BSN, CASC, ASCOA
Mr. Beam is a Senior Vice President of Operations with over 16 years of experience in the ASC setting, including OR Nurse, Clinical Director, Certified First assistant, OR manager and Administrator. Most recently, he was Regional Vice President of Operations of multiple facilities for USPI. From 2008 to 2012 Mr. Beam was co-founder and President of Implant Solutions, LLC, providing ASCs with focused management on Orthopaedic and Spine surgical implant purchasing, inventory and billing services. Mr. Beam has a BSN from the University of Tennessee at Martin and received his CASC in 2003.
Roy Bejarano, Frontier Healthcare
Roy Bejarano, President, formally joined the firm in September 2011 after serving as the Company’s strategic advisor during its initial founding. In his role as President of Frontier, Mr. Bejarano is directly responsible for Frontier’s operations as well as its strategic development. He brings over twelve years of investment banking, private equity, corporate development, strategic consulting, and asset management experience. Mr. Bejarano holds a Bachelor’s Degree in Business Management from the University of Manchester, and an MBA from Columbia University.

Curtis H. Bernstein is a Managing Director of Valuation and Transaction Services for Altegra Health, Inc. For over a decade, Mr. Bernstein has specialized in providing valuation, transaction advisory, strategic and operational consulting services to clients. Prior to providing valuation and transaction services, Mr. Bernstein held management positions in a publicly traded hospital system and publicly traded pathology company. Mr. Bernstein currently sits on the advisory board for the National Association of Valuation Analysts’ Healthcare Practice Group and recently updated sections of the study materials for NACVA’s Healthcare Consultant Training Institute. Margaret Chappell, RN, MS, CASC, ASCOA
Ms. Chappell is a Senior Vice President of Operations with more than 25 years of experience in all aspects of ambulatory surgery center administration, including risk management, chief operating officer and administrator of two multi-specialty surgery centers. She has also consulted in the development, remodel and expansion of three surgery centers.
Frank M. Cicero, Cicero Consulting
Frank M. Cicero is the president and owner of Cicero Consulting Associates, and began his career in this field when he joined Cicero & Pastore Associates, Inc. in 1989. He is primarily responsible for coordinating the preparation and submission of all Certificate of Need and other applications/grant proposals, and monitoring submitted applications through the governmental review process. During the governmental review process, Mr. Cicero is responsible for coordinating the firm’s interactions with the State Health Department and other local, state, and regional agencies. This includes attending and presenting at public review meetings, submitting additional project information, and meeting with staff of review agencies relative to projects. Mr. Cicero is a 1985 graduate of Dartmouth College and a 1993 graduate of the Harvard School of Public Health, where he received an M.S. degree in health policy and management.
Deborah Comerford, RN, BSN, CNOR, CASC, LHRM, ASCOA
Ms. Comerford is a Vice President of Operations with over 30 years of experience in perioperative nursing and management, including 12 years in the ASC setting. Prior to joining the company, Ms. Comerford was the Vice President of Clinical Operations for 13 multi-specialty surgery centers. She has extensive experience in the design, construction, and daily operation of surgery centers. She earned her BSN from Rutgers University, obtained her CNOR in 2000 and CASC credential in 2007.
Robert J. Crigler, CPA, Mariner Wealth Advisors – Madison
Mr. Crigler is the President of MWC – Madison, and is responsible for overseeing the day-to-day operations and for setting the strategic direction for the company along with the CEO and firm principals. Rob also manages MWA – Madison’s tax planning and tax compliance group. Additionally, Rob works closely with the firm’s wealth advisors to help ensure that clients reach their financial objectives through the wealth planning and investment management services offered by the firm. John Dunleavy, MD
Dr. John Dunleavy is a hip and knee specialist with exceptional joint replacement surgery experience. Dr. Dunleavy's extensive training encompassed orthopedic surgery, pediatric orthopedics, oncology orthopedics, and plastic surgery at some of the most highly respected hospitals along the East Coast, including St. Lukes-Roosevelt, Columbia University; Brigham and Women’s Hospital; Harvard University; and Sloan-Kettering Cancer Center. Christian Ellison serves as a Senior Vice President of Operations. Prior to SCA, Christian served as Senior Vice President of Corporate Development for Health Inventures (a surgical and physician services company), Director of Development for Johnson and Johnson Health Care Systems, and as a senior consultant to the healthcare industry with Arthur Andersen. Christian earned a Bachelor of Science from Penn State University and an MBA from George Mason University.
Thomas J. Faith, The New York Association of Ambulatory Surgery Centers
Thomas Faith is President of the New York State Association of Ambulatory Surgery Centers and is Vice President of Healthcare Operations for the C/N Group, Inc., a Health Services Management Company. Faith has over 40 years of administrative experience in the healthcare industry and is responsible for the C/N Group’s healthcare operations in Western New York. Faith has sat on the National and New York State Policy Development Committees addressing Alternate Level of Care, Medicaid Reform, HIV, Sexual Assault, and Domestic Violence. He is a Fellow of the National Public Health & Hospital Institute and holds an MS in Hospital Administration from the University of Missouri.
Robert C. Goettling, The Bloom Organization
Robert Goettling, a Principal, has over 20 years of healthcare experience, most of which has focused on Ambulatory Surgery Centers (ASCs). Mr. Goettling joined The Bloom Organization in early 2007 bringing his vast expertise in surgery centers to help widen the scope of services offered by the firm. Prior to joining Bloom, Mr. Goettling co-founded NovaMed Inc. (Nasdaq: NOVA), one of two publicly traded ASC companies, where he held a variety of senior level executive positions during his 12 years with the company including Senior Vice President Corporate Development. Ruth Leslie is the Director of the Division of Hospital and Diagnostic and Treatment Centers, the regulatory oversight arm of the New York State Department of Health. Ms. Leslie has been with the Department of Health since 2001. Paul J. Mahoney, Assistant Deputy Attorney General, of the New York State Attorney General
Paul J. Mahoney is an Assistant Deputy Attorney General in the Office of the New York State Attorney General Eric T. Schneiderman and supervises 55 attorneys and over 250 other staffers investigating and prosecuting criminal and civil fraud and abuse by healthcare providers in the $50 billion-per-year New York Medicaid program. Paul was previously Chief of the Civil Enforcement Division of the Medicaid Fraud Control Unit. He has been awarded the Louis J. Lefkowitz Memorial Award for outstanding performance by an assistant attorney general by Attorney General Eliot Spitzer and Attorney General Andrew M. Cuomo. Paul Mahoney is a graduate of Cornell Law School and Williams College.
Kara Marshall Newbury, Ambulatory Surgery Center Association (ASCA)
Kara Marshall Newbury serves as regulatory counsel for the Ambulatory Surgery Center Association (ASCA), and through this role spearheads ASCA’s federal regulatory efforts. Prior to this role, Kara coordinated state legislative, regulatory and public affairs for the association. Before joining ASCA, Kara served as the assistant director, state government affairs at the National Association of Professional Employer Organizations and staff attorney and director of government relations for the Community Financial Services Association. Kara received her undergraduate and law degree from The Ohio State University.

John Martin joined the firm in 2008 and is a graduate of the University of Arizona (B.A., Honors Degree 1981), and St. John’s University School of Law (J.D., 1984). Erin McCoy, MS, RN, ONC, Centers for Medicare & Medicaid Services
Erin McCoy is the Ambulatory Surgical Center (ASC) program lead and a hospital program analyst in the Division of Acute Care Services of the Survey & Certification Group at the Centers for Medicare & Medicaid Services (CMS) Central Office. In this role, she works daily with issues related to compliance with the CMS ASC Conditions for Coverage as well as development of surveyor training. Prior to coming to CMS, Ms. McCoy worked in the acute care hospital setting as a nurse educator specializing in post-surgical care. She obtained her BS in nursing from Villa Julie College and her MS in Nursing Education from Towson University.
Shawn Melito, MBA, CSP, CIPP/US, NPC’s Immersion Data Breach Response
Shawn is a Management Consultant and business unit leader for NPC’s Immersion Data Breach Response (DBR), a leading notification and call center service provider in the privacy and cyber insurance communities. Shawn’s prior work experience includes managing a Canadian breach response and identity theft services company, as well as Healthcare, Insurance Services and a contract with the Office of the Privacy Commissioner of Canada. Shawn is a certified information privacy professional (CIPP/US) through the International Association of Privacy Professionals (IAPP) and previous member of their Canadian Advisory Board. He has presented on the topics of data breach, data security and identity theft at multiple IAPP, RIMS, NetDiligence, ACFE and the Institute of Internal Auditors events. He was also featured on SiriusXM’s radio show, When Things Go Wrong. Shawn received his B.A. from the University of Toronto, and his M.B.A. from the Richard Ivey School of Business in London, Ontario.
William F. Mulhall, RN, CASC, Merritt Healthcare Solutions
Mr. Mulhall, a Partner with Merritt Healthcare, has developed, managed and advised on dozens of facilities with a primary focus on clinical operations, accreditation attainment and maintenance, and compliance and facility design and construction. Mr. Mulhall has been involved in the healthcare industry for 25 years. In addition to being a Registered Nurse, he holds a BA in Healthcare Administration from Graceland University. Simone Peart has been with the Office for Civil Rights, U.S. Department of Health and Human Services for 4 years. Simone currently works as an Equal Opportunity Specialist and is responsible for ensuring compliance with the HIPAA Privacy, Security, and Breach Notification Rules, and also enforces Federal Civil Rights laws which prohibit discrimination in the delivery of health and human services on the basis of race, color, national origin, disability, age, and under certain circumstances, sex and religion. Region II’s jurisdiction encompasses New York, New Jersey, Puerto Rico and the U.S. Virgin Islands. Simone received a J.D. with a certificate in health law from DePaul University College of Law.
William Prentice, Ambulatory Surgery Center Association (ASCA)
Bill Prentice is the chief executive officer of the Ambulatory Surgery Center Association (ASCA) and Ambulatory Surgery Foundation (ASF). ASCA is the national organization representing the approximately 5,400 ambulatory surgery centers in the US, and provides advocacy, education, benchmarking and staff training for its many members. Bill holds an undergraduate degree in political science from The George Washington University, a master’s degree in government administration from the University of Pennsylvania and a law degree from Rutgers School of Law-Newark.

Kelli Robinson, U.S. Department of Health & Human Services, Office for Civil Rights
Ms. Robinson has been with the Office for Civil Rights, U.S. Department of Health and Human Services for 13 years. Kelli, an Equal Opportunity Specialist, is an investigator, and in this capacity, she is responsible for investigating complaints and conducting compliance reviews. Kellie is primarily responsible for investigating Privacy and Security Rule complaints and serves as Region II’s Security Rule Lead. Ms. Robinson received her Bachelor of Arts at Fairleigh Dickinson University and Master of Arts from the University of Baltimore. Prior to joining the Office for Civil Rights, Kelli worked as an investigator with the Maryland Insurance Administration in Baltimore, Maryland.
Lee Rocque, RN, CASC, ASCOA
Ms. Rocque is a Senior Vice President of Operations with over 30 years of management experience in the healthcare field. Prior to joining ASCOA, Ms. Rocque worked as an administrator for Surgical Care Affiliates, formerly HealthSouth, and lead in the development of a patient educational brochure, Understanding Your Pain, which was featured for publication by both JACHO Perspectives and OR Manager. In addition, Ms. Rocque has extensive experience in initial development and start-up operations in various healthcare markets including senior living facilities, managed healthcare, and group practice management. She received her nursing degree from Brevard Community College and is an active member in various healthcare and professional organizations.
Matt Searles, Merritt Healthcare Solutions
Matt Searles has been the Managing Partner of Merritt Healthcare Solutions since 2001. Merritt is an owner-operated developer and manager of ambulatory surgical facilities (“ASCs”). The Company also provides advisory services specializing in surgery center and hospital outpatient operations, representation of sellers of ASCs, the evaluation of ASC opportunities and the acquisition of existing facilities. Mr. Searles holds a BA in Economics from the University of Virginia and an MBA from Duke University. Mr. Searles is also a Registered Investment Banking Agent with a Series 79 license.

Dr. Segal, founder and CEO, is a board-certified neurosurgeon who trained at Baylor College of Medicine. Dr. Segal also graduated from Concord Law School with highest honors. Debra Silverman has been with the firm since 1998 and is a graduate of Princeton University (A.B., cum laude, 1982) and the University of California Hastings College of the Law (J.D., cum laude, 1985). Mr. Smith received his J.D., With Distinction, from the Hofstra University School of Law in 1999, and a B.A. from the State University of New York at Plattsburgh in 1993. As a member of the firm’s Compliance and White Collar Defense Group, Mr. Smith advises clients on a wide range of compliance matters, including Medicare and Medicaid reimbursement issues, structuring arrangements in compliance with federal and New York State physician self-referral (“Stark”) and Anti-Kickback laws, implementing and modifying compliance programs, Medicare and Medicaid audits and appeals, and other fraud and abuse issues. Compliance clients include health systems, hospitals, nursing homes, pharmacies, home health agencies, physician groups, performing provider systems, individual physicians and numerous other health care providers.
Stacey K. Taylor, RN, BSN, CASC, ASCOA
Ms. Taylor is a Senior Vice President of Operations with over 15 years of experience in all aspects of the healthcare field. Prior to joining the company, Ms. Taylor was the Regional Administrator of four multi-specialty surgery centers and was recognized for resourceful management skills and the exceptional ability to lead projects. She earned her BSN in 1996 from Shepherd College in West Virginia and received her CASC in May, 2006.
Gina Throneberry, RN, MBA, CASC, CNOR, Ambulatory Surgery Center Association (ASCA)
Gina Throneberry is the Director of Education and Clinical Affairs for the Ambulatory Surgery Center Association (ASCA). In this role she educates members and non-members to the Medicare Quality Measure Reporting Program for Ambulatory Surgery Centers. She also works with federal agencies (Medicare, CDC, and FDA) in regards to clinical, regulatory, and quality issues/concerns among the ambulatory surgery center industry. Ms. Throneberry is the past President of the Tennessee Ambulatory Surgery Center Association (TASCA) and a current board member. She is also a surveyor with the Accreditation Association for Ambulatory Healthcare (AAAHC).
Larry Trenk, Regional Vice President, United Surgical Partners International
Larry Trenk has been integrally involved in the ambulatory surgery center industry for the past three decades in various capacities. During his career, he has participated in the management and/or development of more than three dozen ambulatory surgery centers in New Jersey, New York, Pennsylvania, Ohio, Virginia, Connecticut and Florida. Larry served as President of the New Jersey Association of Ambulatory Surgery Centers for the past seven years until recently and remains active in many ambulatory surgery center industry matters in New Jersey. In his current capacity as Regional Vice President for United Surgical Partners International, he oversees nine centers in New Jersey, New York, Connecticut and Pennsylvania. Larry obtained a B.A. from the George Washington University.
Lisa A. Winkler, Co-founder, Innovate & Organize
Lisa Winkler, co-founder of Innovate & Organize, brings more than 20 years of experience in local, state and federal government relations, to this full service consulting firm that specializes in grassroots organizing, alliance development, association management, issue management and strategic coordination. Lisa spearheaded the development of the CT Association of Ambulatory Surgery Centers in 2005 and went on to form the Connecticut ASCPSO (Ambulatory Surgery Center Patient Safety Organization) shortly thereafter. Lisa also worked as assistant vice-president of government relations for the Connecticut Hospital Association (CHA) and as the Senior Lobbyist for Capitol Hill Associates, Inc, an affiliated lobbying firm of CHA. Lisa holds a BA in political science from Southern Connecticut State University, where she was a Presidential Merit Scholarship winner and member of the Honor’s College. Currently, Lisa is a Corporator for Saint Francis Hospital and Medical Center and serves as a Board Member of the ASCAPAC.
